Sign on bonus may be available.Shift: M-F 8am - 5pm; some afterhours required; Assigned work hours may change as the needs of the agency andclients changeDriving required: YTravel required: YSettings: office, fieldPOSITION SUMMARY/JOB PURPOSE:The Recruitment Specialist assiststhe Chief Human Resources Officer in day-to-day operations of the departmentand is responsible for various human resources functions relating to therecruitment and retention of staff. This position will process employmentapplications, coordinate job postings, attend job fairs, and coordinate the newhire process. The Recruitment Specialist will answer employment-relatedinquiries from applicants, employees and supervisors, maintain accurateemployee records and ensure compliance with federal, state and local employmentlaws and regulations.This position works independently,under limited supervision, reporting major activities through periodicmeetings.EDUCATION, EXPERIENCE, OTHERQUALIFICATIONS:Education Required: High School Diploma or GED. Bachelor's degree in Human Resources,Business Administration, or related field from accredited college or universitypreferred.Experience Required: At least one year experience in humanresources, law or business preferred.Registration, Certification,Licensure or other Qualifications Required:

  • Must maintain a valid TexasDriver's license, auto liability insurance and a driving record acceptable toPermiaCare's insurance requirements.
  • Required to pass criminal historyand background checks as well as pre-employment drug screen.
  • SHRM-CP or PHR certificationpreferred. Must obtain certification within 2 years of hire.ESSENTIAL DUTIES ANDRESPONSIBILITIES:
    • Facilitate the hiring of qualifiedjob applicants for open positions.
    • Review applicants and route tohiring supervisor in a timely manner.
    • Participate in job fairs and otherrecruiting events.
    • Collaborate with hiringsupervisors to understand staffing needs.
    • Create and update job postings.
    • Source and recruit candidatesthrough various methods, such as the agency website, social media, job boardsand job hosting sites.
    • Process new hires in a timelymanner.
    • Conduct or facilitate backgroundchecks.
    • Coordinate communication and offersto successful candidates.
    • Schedule for new hire orientation.
    • Implement new hire orientation todeliver an exceptional first day experience.
    • Prepare paperwork.
    • Coordinate with supervisors.
    • Follow up with new hires to ensureneeds are met.
    • Act as contact for recruitmentefforts.
    • Evaluate onboarding process andimplement changes as needed.
    • Assist in researching andevaluating potential recruitment resources.
    • Monitor and ensure compliance withall applicable labor regulations.
    • Conduct exit interviews as needed.
    • Develop strategies to attract thebest talent.
    • Evaluate and maintain employee jobdescriptions.
    • Assist and coordinate employeemorale initiatives and makes recommendations as needed.
    • Coordinate volunteers and temps.
    • Assist with audits as needed.
    • Assist with employment-relatedinquiries from applicants, employees and supervisors.
    • Process salary increases andtransfers.
    • Ensure employee performancereviews are completed on time and accurately.
    • Assist with investigations asneeded.
    • Maintain and manage HR records anddocuments by ensuring employment files are complete and organized, includinguploading into the HRIS system in a timely manner.
    • Maintain current and up to date HRdocuments and information in a shared location.
    • Perform reference checks andverifications of employment as needed.
    • Provide excellent customer serviceto both external and internal stakeholders.
    • Gather and analyzes data withuseful HR metrics, such as time-to-hire and employee turnover rates.
    • Assist with unemployment claims.
    • Assist and coordinate employeemorale and motivation initiatives.
    • Meet unit performance measures ortargets.
    • Maintain confidentiality ofsensitive records and treatment information, client files and protected healthinformation in compliance with HIPAA, laws, rules and regulations, andestablished procedures.
    • Maintain regular and reliablephysical on-site attendance. Regular attendance, dependability, and promptnessare required for the scheduled workday 100% of the time, to ensure consistencyand completeness of program's processes.
    • Comply with the Abuse, Neglect,and Exploitation policy and reporting requirements.
    • Adhere to the Code of Conduct andStandards of Behavior policy requirements.
    • Establish and maintain effectivework relationships with individuals served and their families, supervisors,co-workers and visitors by demonstrating cooperative, courteous and respectfulbehavior at all times.
    • Communicate regularly withsupervisor.
    • Open and process mail/email in atimely manner.
    • Answer phone, collect phonemessages and respond to requests timely and accurately.
    • Maintain safe and clean workingenvironment by complying with procedures, rules and regulations.
    • Perform all work functions andinteractions using a trauma informed approach.
    • Display professionalism whenrepresenting PermiaCare and the program in the community.
    • Maintain compliance with legalrequirements and company policies and procedures.
    • Maintain valid and currentdriver's license, auto insurance, acceptable driving record and reliabletransportation at all times. Driving may be required for this position.
    • Complete all training as assignedprior to due date.

      • Backup for Training Coordinatorand Benefits Coordinator.
      • Prepare reports as needed.
