POSITION SUMMARY/JOB PURPOSE: The EIS Team Lead ensures
EarlyIntervention Specialists (EIS) provide required quality
services to childrenbirth to 3 years of age and their families in
the home and community. This position provides guidance and
supportto EIS staff and assists the ECI Director and Deputy ECI
Director as needed. This position supervises Early
InterventionSpecialists. This position works independently,under
limited supervision, reporting major activities through
periodicmeetings. EDUCATION, EXPERIENCE, OTHERQUALIFICATIONS:
Education Required: Bachelors degree from accredited college
oruniversity in a field approved by ECI such as Psychology,
Sociology, SocialWork, Special Education, Child Development,
Health, Family Studies, or relatedfield. must complete 3 semester
hoursof early childhood special education or 40 clock hours of
continuing educationin early childhood development or early
childhood special education prior tohire. Experience Required: At
least 1 year experience in Early ChildhoodDevelopment or related
field. Previous supervisory experience is preferred. Registration,
Certification, Licensureor other Qualifications Required: - Must
maintain a valid TexasDriver's license, auto liability insurance
and a driving record acceptable toPermiaCare's insurance
requirements. - Required to pass criminal historyand background
checks as well as pre-employment drug screen. - EIS position
requires completionof competency demonstration as mandated by ECI.
Must become a fully certified EIS within 1 year. ESSENTIAL DUTIES
ANDRESPONSIBILITIES: - Supervise staff in the ECI programto ensure
activities are performed according to State, Federal, Medicaid
andlocal policies and guidelines. - Review reports and data from
EHRto ensure billing, program measures and documentation are of
quality andaccurate. - Supervise Early InterventionSpecialists to
ensure caseload assignments, certifications, and other reportsand
documentation are completed timely and accurately. - Evaluate
client data to evaluatestaff and program performance and coordinate
training for staff to ensurepolicies and procedures are met. - Meet
unit performance measures ortargets. - Coordinate services to
designatedcaseload. - Enter accurate and appropriatedocumentation
of services within timeframe required. - Maintain confidentiality
ofsensitive records and treatment information, client files and
protected healthinformation in compliance with HIPAA, laws, rules
and regulations, andestablished procedures. - Maintain regular and
reliablephysical on-site attendance. Regular attendance,
dependability, and promptnessare required for the scheduled work
day 100% of the time, to ensure consistencyand completeness of
program's processes. - Comply with the Abuse, Neglect,and
Exploitation policy and reporting requirements. - Adhere to the
Code of Conduct andStandards of Behavior policy requirements. -
Establish and maintain effectivework relationships with individuals
served and their families, supervisors,co-workers and visitors by
demonstrating cooperative, courteous and respectfulbehavior at all
times. - Communicate regularly withsupervisor. - Open and process
mail/email in atimely manner. - Answer phone, collect phone
messagesand respond to requests timely and accurately. - Maintain
safe and clean workingenvironment by complying with procedures,
rules and regulations. - Perform all work functions andinteractions
using a trauma informed approach. - Display professionalism
whenrepresenting PermiaCare and the program in the community. -
Maintain compliance with legalrequirements and company policies and
procedures. - Maintain valid and currentdriver's license, auto
insurance, acceptable driving record and reliable transportationat
all times. Driving may be required for this position. - Complete
all training as assignedprior to due date. - Plan, organize,
assign, supervise,review, and evaluate the work of assigned
employees. - Participate in the hiring processand termination
process of assigned employees, including recommending selectionof
staff to hire. - Complete employee correctiveactions as needed and
in a timely manner. - Communicate regularly withassigned employees.
- Ensure compliance for performanceevaluations for assigned
employees. - Perform approval of timesheets ontime. - Develop,
implement, and monitornew and revised operational policies and work
procedures. - Monitor caseloads of assignedstaff and assigns work
accordingly. - Coordinate with Human Resources torespond to
employee concerns or complaints. - Establish expectations and
provideemployee performance feedback on an on-going basis,
including ensuringunderstanding of performance targets and goals. -
Provide orientation and on-goingtraining, mentoring, and coaching
to assigned employees. - Maintain quality and quantity ofwork
performed within work unit. - Fill in for subordinates whenneeded
to ensure coverage. - Assist in resolving emergencies. - Identify
and resolve workplaceproblems. - Ensure direct reports are aware
ofadhere to PC policies and procedures. - Ensure time is
reportedaccurately. - Other duties as assigned. MARGINAL DUTIES
ANDRESPONSIBILITIES (these duties are not designated as essential

for other ECI staff asneeded. - Provide SST/SC as needed. - Act as
back up or fill in or otherTeam Leads. - Provide training for ECI
staff. - Provide translation, if applicable. - Participate in team

attends community meetings as needed. - Participate in workgroups
